Is it worth it to upgrade now?

I had plans to upgrade(completely new ryzen 5/1660ti build) before covid hits, and the cash was spent on other things due to priority changing.
This is what I'm currently using(probably 6 or 7 years old build aside from SSD/PSU),

Processor : i5 4460
MOBO : ASRock H81M-VG4 R2.0
GPU : GTX 950
RAM : Adata 8GB x2 1600mhz DDR3
PSU : FSP Hydro GE 650W
Storage : Silicon Power 1TB SSD, Hitachi 250GB HDD x2
Monitor : 22" 1080p 60hz

I mainly use it for gaming,
> I do not play the latest game(Latest game I finish was Vampyr/Prey/first 2 of Tomb Raider trilogy (All free from Epic)
> I have games in my library(Shadow of Tomb Raider/Horizon Zero Dawn/Control/Elden Ring(gift from a friend) that I wish to play but can't due to low fps(Avg 10fps on low lol)
> Games I'm currently active are Rocket League, Call of the Wild
> I am not looking to hit 120fps+ on ultra setting
> I strictly game in 1080p due to viewing distance issue(PC table is small and room is too small to place a larger table or a 27" Monitor for 1440p)

I'm looking to change upgrade piece by piece, starting with RTX 3060, then MOBO/processor/ram etc. But the pricing now is pretty cut throat, 2k for the GPU(?)
Is it worth to upgrade now due to the bad pricing since covid? Or just wait further since I had already waited for 2 years since covid.

I've recently purchased a DC7800 SFF @ a cheap price and wish to upgrade it so it will last as long as possible.

What i have :
- Intel C2D 2.33 GHz
- 1GB DDR2 ram x4
- 80GB HDD Hitachi
- PS-6241-7HP 240V PSU
- Some old woofer set

It's pretty much a stock machine. And as mentioned, I would like to upgrade it to last it as long as possible.
It is for web surfing/video streaming/MMO gaming/old game-gaming eg. Elder Scroll : Oblivion | Dead rising 2

GFX card would be a priority as well as a monitor (Need an upgrade from my CRT screen)
Budget for a monitor would be around 350 to 400 (Need to have HDMI slot)

You might be at my rig but this is an upgrade from my previous rig of Pentium 4. (Yes, I still have it and it is still serving me well as a DOTA machine)

Side question : Is there a way to utilise my ATA HDD as I have 4x of them just rotting away. (Still working)

Problem description: high ping to default gateway.

im having high ping to default gateway (192.168.1.1). any idea what seems to be the problem and how to fix it?

the modem/router is approximately 15feet away from me;
the only obstacle between my pc and my modem is a wall;
my internet is shared among 6 students;
modem is not frequently restarted;
modem is 24/7 on;
using a lan cable is not possible;

laptop cant boot up

I owned an acer 4930g laptop and it is unable to boot up. whenever i turn it on, i just hear some hardware spinning sound, the power light remains on and the screen is black.
it happened last night right after i get BSOD. i could not catch what the BSOD displayed. the BSOD lasted for a few seconds, the only thing i saw is some numbers going from 1 to 100 and my laptop shut down. while the BSOD is occuring, my sound is jammed(it just keeps looping). the last thing i did was installing tunesup for skype.

i tried switching my ram but it still remains black.

any idea what is going on and how to fix it? (my warranty is expired)

i cant connect to microsoft.com(keep getting 404 error) but is able to connect to any other websites without any error. im using firefox 2.0. im only able to connect to the site under a proxy. this have been going on for quite a long time.

now im able to connect after i flush my dns cache using net stop dnscache command. may i know what are the cause of me not able to connect to microsoft.com?

i kept getting blue screen everytime i switch on on normal mode.
no recent changes have been made, except for cod5 installation.

i believe it has something to do with my desktop since i also get another error saying my desktop cannot be access. it goes something like c:\windows\system32\---\desktop is unaccessible.
i also get an error saying my rundll32 has stop working.

any idea what is wrong? thanks in advance.

problem with wifi adapter

im having problems with my wifi adapter for my laptop. im using acer 4930g.

it seems to go into "network with limited access" after 15mins of usage or so. when i check, im not connected to my router.
and my wireless adapter light (on the side) is not on, and it is not disabled.
and i cant seems to connect back to my router, i cant detect any network unless i restart my pc, but it happens again after 15mim+- of internet usage.
no recent changes in software have been made recently.
there should be no problem with my router/modem, because other wireless pc seems to be able to connect fine. im using a 3com router.

any idea what is wrong? thanks in advance

and im having problem with the brightness. every time i set it to a certain brightness, it will reset to its default brightness upon restart

every time we try to run an application, the user acc control will pop up and ask the user whether to allow or cancel the app, but this time, it didnt ask. so how do i fix this problem?
