Gardenia, bumiputera or not?

Just purely out of curiosity here. As far as I know, Gardenia Bakeries Sdn. Bhd. is owned by QAF ltd. (Singaporean), in which Padi Beras Nasional (BERNAS) is the associate company of Gardenia. I don't quite remember where I read, but I recall that QAF ltd. is the majority shareholder, and BERNAS own less than 50%.

So my question is, how can Gardenia is called (or "branded") as a Bumiputera company, even when we can see here the parent company is Singaporean?
