Pet-free housing/development in Klang Valley?

Hi guys, asking for your help/recommendations for my friend who has been having a really tough time with dogs in the neighborhood.

For context, my friend isn't against dogs, just with irresponsible dog ownership and dogs barking at night and due to separation anxiety throughout the day, or just a lack of training overall (multiple dog owners and dogs).

To keep the long story short, multiple attempts and methods have been taken to try to resolve the problem amicably, however none have worked. (Talking directly/indirectly to them, speaking to local councilman, lodging reports via the local council apps (think DBKL, MBSJ, MBPJ. From experience, local council can't do much because animal rights activists will come after them. DVS says barking is not under their jurisdiction). Anything that is amicable and civil-minded has been resorted to.

Hence, looking to relocate somewhere with a no-pet policy. Any specific recommendations of such places would be very much welcomed, as some condos/apartments might advertise being so, but enforcement might be a whole other matter.

Hi guys, so i was looking at this and just wanted to ask some stuff because i don't fully understand it yet.

This is what i got from it, might be wrong.

While it think this is a good scheme to help people own homes, i was wondering what the underlying motive is, and this is what i roughly guess.

1) property market is slow now, that's why a lot of big developers are in this to help clear the supply as now supply > demand, we are pretty much in a property bubble and prices have dropped a bit over the years recently.

2) Of course at the same time, this is a good idea to the buyer and seems to benefit the rakyat. At least that's very much on paper.

3) But at the same time, there's the option to contribute and the investors are taking a risk. So to negate that, buyers pay 20% of it. So in the event of the price dropping after 5 years, the investors have a 20% cushion, meaning that the first 20% of price drop will be on the buyer.

4) a) However, after 5 years in the event that it increases,, we have the choice to sell it, and if we do, we'll probably get 20% of any price increase.

b) If we choose to refinance the house, i think (might not be sure as i need to read more fine print) that we will have to refinance the house at the higher price a.k.a at the market rate that it currently is. Because the investors have to earn money, and i think that's how they earn (if you sell, they get 80% of the price increase, if you refinance, they still get the price increase because you have to take a loan at the market rate of the house then)

So could someone help clarify these points above?

Also, from the website "As owner of the home, the buyer is also responsible for the maintenance of the home and other relevant costs of ownership (management fees, insurance, quit rent, etc)."

So all this costs will raise the cost of ownership as compared to rental.

So is this more viable that the traditional way of renting or traditional buying?

The way i see it, it's a pretty smart move to help big companies clear their current supply, help investors to get some increase in investment and in theory help people own homes too. But at the same time, i'm not so sure if it's that much different than a loan yet except that it may be cheaper in the short run. It might differ and be more positive but is it worth the price you pay in the sense that you don't enjoy the increase in prices over the years?

Item(s) conditions: It's slightly peeled at the top because it was sent to change a new battery and new power button earlier this year. I've changed the battery this year so the battery is still going strong. With a casing, the slight peeling at the back shouldn't be any problem at all.
