my windows cant start

my windows couldnt start.even after i format my computer the same problem occur.first an error appear and ask me to repair my windows.after the first repair the windows manage to start.second i on the same thing happen n this time when i tried to repair it nth happen n blue screen appear says my window is corrupted.why is it still like that after i format.can anyone tell me what can i do to fix it?is it my hard disk failure or maybe something else?thxx!!!

there is this sites i use to surf but now its not working on ie8.but its working on google chrome and on my laptop.when i click enter it stated this below:

when i press alt+ctrl+del.my task manager canot open..it stated that task manager has been disable by admistrator.can anyone help me here?before this everything is fine.this hppen right after my computer got this some kind of trojan .makes my com lag.but it had been clear by anti virus but my com still laggy -.-'' any idea to solve it the problem?
