No post , no beep sound for new built pc

I newly built a rig myself. After i try to turn on , all fans working. But it wont have 'beep' sound....and after 10-15sec, it restart. All the fan stop and restart again.

i try to start my mobo with cpu and psu only...but still the same result...i tried reset cmos…no luck too…is the mobo failure? Hope is not my processor failure…
