20k for investing for newbies

I am currently just a 19y/o student who has around RM20k for investing, have been thinking bout it for some time.
I am looking for something which requires little if not zero attention with low risk but reasonable income (i know it sounds abit like an oxymoron)
I personally feel that FD rates are abit low as I only have a low amount of money and might not save it for long.
i am thinking of putting it in FD for 6 months and get it into something with a higher gain or putting it for 5 years till I am back from my undergrad studies (leaving on this year sept for 4 years) but i would be more than willing to take advises(especially for other options like mutual funds/unit trusts/long term stocks) from you senseis on this as I don't know much yet.
Sorry for my lack of knowledge.

US university application- retaking SAT

I am taking the December SAT and I'm thinking in case I don't score well enough, I might wanna retake it during January.

So, the problem is that the university application deadline is December 31, but the Jan SAT is at Jan 25th, and it might take up to 5 weeks to reach them.
Is it possible for me to send the extra retake scores to them and be considered? (Anyhow I am using my December scores to apply)

University Application

When we apply for courses for universities it often occurs that there are 'several variations' of courses like

Chemical Engineering
Chemical Engineering (Business Management)
Chemical Engineering (Energy and the Environment)
Chemical Engineering with Biotechnology
Chemical Engineering with Chemistry
Chemical Engineering with Environmental Technology
Chemical Engineering with Industrial Experience
Chemical Engineering with Study in Europe

and after looking at the course structures, they're more or less the same,
so my question is,
1) Do applying to any make a difference?
2) Will it be easier to apply for certain courses (for top universities) ?
All about International Baccalaureate

I know this program isn't as popularized as A-levels, HSC or any other courses, and as I checked it out, this diploma really prepares you alot for your future university life and career life.
It requires you to write alot of essays (very long ones) and do oral presentations which I think would let us learn alot bout how to express our ideas.(Correct me if I am wrong)
Yet, it's a 2 years program and starts on july (I am gonna graduate so much later than my peers)
besides,it seems like it doesnt go into great depth in most subjects especially highly technical subjects like physics and maths (my favourite), not to mention you can't take more than 1 science subjects.
Anyone teaching/went through this program share your opinions please, thnx.
Sifus sifus around also can share bout ur opinions

Public or private university?

First of all sorry for bothering you guys so much about this and being so decisive.
The problem is,
I am offered the KPM bursary (which covers my full tuition fee, accomodation, and gives me a monthly allowance of RM430) for A-levels
but my family prefer me going to matrikulasi as it is dramatically cheaper
(they don't mind if I wanna study private unis as well) supportive parents
yet, if i were to go for A-levels, that means forking out nearly half a million on education after that for my undergarduate degree unless i get an awesome scholarship (still a hefty sum)
and if i were to opt for A-levels i wouldnt want to study locally and i prefer going to overseas (thats why i said half a million)
So,
I would really appreciate some advices from dear sifus whether i should play safe and go for matriks or go for A-levels?
Need help in explaining arts stream courses

Sorry i only did some brief research on arts stream degrees (focused more on science stream ones)
I just finished my SPM in 2012.
So, my question is,
1. What are the differences between a economic, finance, and accounting degree in terms of
job prospect and
salary.
2. If i wanna be an investment banker, which would be more relevant? and which would be a more versatile degree which opens up more future?
3. And if i were to go for Actuarial Science, which would be a better option as a bachelor degree? (from what i found Actuarial Science is only offered as a postgraduate course)

Constructive critisms are welcomed, thnx

need help in choosing the right path

i am currently studying a-levels, (i pay month by month) and i applied for matriculations (the malaysia one, most probably would get it)
and after doing some research, i found out that the cost for a bachelor's degree in engineering for most universities (aiming for top ranking ones) is at least rm600k (including living cost), whereas local public universities cost around rm50k (even less than that)
Reasons to study in overseas universities
-more prestigious
-higher quality of students (i perform better when i am with better ppl)

please give some advices on the following options and share any better ones
1. (theres a twinning program for inti-university of new south wales for E&E)
and this is one of my options as it would be much cheaper compared to overseas universities for the whole period

2. other overseas universities such as NUS, university of hong kong and of course maybe even MIT or oxbridge

Reasons to study in local universities
-CHEAPER, MUCH CHEAPER
-maybe still as good
-can go home more frequently (doesnt really matters much)

3. thinking of entering UTM (from what i heard it's the best for engineering and it's a research uni)
and is it true that even u get 4flat in matrics they dont guarantee u to enter the uni and course u want? (if it happens can i apply for other private unis?)
and can i go for a lvls and apply for public unis after that?

4. anyone knows more about twinning programs offered which twins to top-tier universities?
and mind explaining more bout twinning programs?
