Can i use 4GB and 8GB RAM together

I have a question on my newly brought PC
HP SLIM DESKTOP PC S01-PF0116D
current memory is 4GB DDR4-2666

This computer is for my daughter use.
And is very lagging when i open more then 2 application (google chrome - 3-5 tap web browsing, VLC player and sometime photoshop photo edition).

- Is it better for me to add another 4GB or 8GB RAM?
(Kingston HyperX Fury 8GB DDR4-2666 CL16 288-pin DIMM)

- some people not recommended mix and match set of RAM, just to confirm is this new PC comparability with mix and match?

some ppl say got 49 illness? is that true?
