Apartment renovation

Hi LYNer, I'm buying a duplex apartment, which is 3rd and 4th floor, being on the top, my unit had a little space on a roof top, I'm planing to make a access door. According to SA, I'm free to do it as it will be part of my unit. I don't know if it only sweet talk from SA or not? And if I wanna do it, do I need to submit any application to any local authority ? I really don't hav clue bout it

Can i refinance a house loan after do a some renovation hav been made?
