Can employer charge employee for his mistake?

as title.
is it legal to do so?

this happen to my friend~
company he's in : H0nd4

He made a mistake of not informing the customer about the rm4000 charges (because the customer's insurance didn't cover the damage repair fully). When the car is almost done repairing, my friend just realise about this and contacted the customer but the customer dun wanna pay because he said company didnt inform him early, my friend admits that this is his mistake..

now his department head wants him to pay for the customer instead because he dun wanna receive any complains etc-
The weird thing is, the dept head want him to pass him the money. (not directly bank in to company account)

ps: my friend already pass rm2000 to the dept head in CASH, no black and white given, no receipt.
now he just feels that something fishy is going on, he checked his employment contract and tnc, there is no such thing as paying for mistake mentioned in it and he's sure about that.

1. I changed my laptop hdd last month due to too much bad sectors on my old hdd. The technician helped me to purchase a new hdd and replace the old one for me since he got no idea on fixing the bad sectors, he failed to 'clone' and move all the files from old hdd to the new hdd as well.. He returned me my old laptop hdd, it's with me now. If I'm not wrong, the technican did not do a reformat on the old hdd (I hope so), because I have some [really really really IMPORTANT files to recover from there..]what can I do now O.O Is there some sort of "hdd reader" connected to PC? @@ I need to extract some files from the old hdd (as much as possible).

2. I will be buying a new external hard disc (I rarely do backups until my laptop hdd suddenly break down lesson learnt..)
PC fair will be starting in a few days time, is it safe for me to purchase from there? I did some google search and came across this:

» Click to show Spoiler - click again to hide... «

source: http://hazminhamudin.com/kes-penipuan-hard...-pikom-pc-fair/
quite shocking.. and most of my friends told me that the stuffs which are sold in PC fair are all not in good quality especially those cheap one.. is it true??

3.
