I tried transferring $200 US Dollar to my friend, and they charged me an exchange of +RM0.05 to the dollar, on top of that a RM10 surcharge. I thought that's it.
However, when my friend received the money, it only shows $172 USD. Why is there a difference of $28? My friend contacted his bank and his bank said it's the problem with the sender's bank, as they only received $172 usd.
Anybody experienced this as well?

Is there any foreign currency dispenser atm in Malaysia that dispenses USD or Euro? I know CIMB used to have one in Pavillion but they shut it down
I have a usd debit card and would like to withdraw usd from an atm before exchanging with a money changer to avoid losing currency exchange rate
