Help: FTP is having problem

OS : Windows XP Pro s.pack 3

Case :

In a sudden *pc1* was unable to receive FTP file from server, While others are doing ok without any problem.
In the same time, the file sharing,VNC from other pc/location to this *pc1*,also failed to ping from other pc to *pc1*-request time out
but from *pc1* to view other share folder in the network is ok,internet is Normal, VNC other pc in/out of the network is ok,ping to other PC also OK.
Seem like *pc1* can contact outside world but outside world cant contact *pc1*

Self figure :
1) i check the debug file from the *pc1* to request the FTP file, here what i got :

2)maybe the network setting had change or having "window PERIOD" since not just the FTPclient
is having the problem.so i repair the ip,Disable/Enable NIC in hardware manager,Change the ip from static to DHCP,
Change to another IP,pull out the network-cable and put it back try follow this instruction also cannot. try to restart the modem and the Cisco router also same result with dead end.
also change the Internet connection to our backup internet connection also same result.

noteD: aku try jer janji boleh.pening dah kepala..ahaha.

If anyone can help me on this pls do post-it here ASAP.

im using windows xp..n normal broadband modem n a dynamic ip..how do i know my streamyx ip when im online?how to find it out?can anybody help me?sorry if its a nob question..thanks..

need help from u guys im a nob..i had a problem with the shutdown thing..when i click shut down buton..it will restart,den after it finish load the os n click the turn off button,baru it will shut down properly,sumtime it takes me two or three time restart then it will shut down like normally..i had check the power cable,reset cable on my mobo to chasis seem like n problem..i even buy a new chasis and install the os again to make sure there is nothing wrng..but still the result is the same..im using windows xp sp2..is it sumthng wrong wit my mobo?can anyone help me with this..thanks..
