Windows8 freeze when closing application

Hi dear sifu's

my windows keep hang when closing applications I have no problem starting and running them but i cant close any applications.
can even play game all those no problem.
I cant even shutdown my pc as it hangs when i wan it to shutdown.
Have to close the power supply manually

tried formatting and installed windows7 and windows 8 also cannot work.
this problem is not happening when I am running safe mode.

can anyone help me ><
dont know what is going on at all.

The worst thing now i cant even install softwares in normal mode have to masuk safemode to install. (and it is so hard to get into safemode from w8)

I am going to lowyat later 1.30 to hunt for a desktop.
Any shops to recommend over there?
My budget is around 2.5k including monitor.

As I am a noob and never went there, I scare kena con.
Is there also a minimum of what I can get with that budget?
I am hoping to get something like an i5 for processor.

hi there, i was playing around with gigabyte's easy tuner 6 and suddenly my comp freezes

now it keep having blue screen and hang halfway...

i already uninstalled the programme but the problems keep happening

so is there anything i could do?

or is there a way to reset my things?

im using Gigabyte EP45-UD3L, and core 2 quad Q8200, windows 7
