i have around 1.4k budget for upgrade

planning to upgrade my gpu to 3060
if i got 40 series do i need change my cpu?

I got r7 360 4gb gpu
So i was play path of exile and sudenly crash.
So i restart my pc and black screen after windows logo
Onboard graphic work fine
Already format and tried gpu at difrent pc
The result still same
No more warranty can claim rma?
Or anybody still buy dead gpu?
What should i do
