power leakage from laptop ac adaptor

This is a new thing for me. I was shocked when I held the
metal part of the ac adaptor. I never experienced this with my acer. But this one is a Dell.
and I got a bsod last night. Something about "power state".
could a faulty adaptor cause the bsod.
and my Dell is still under warranty. What should I do?
