statics burned my hdd

Hi,

just wanna ask is there any way to recover data from a hdd burned by static?
I don't actually know what had happened but my bro said it was static coz we change the cables (PATA) several times even the power cables, but the bios couldn't detect anything each time.

so now, i'm wondering is there any other way other than rebuilding the hdd, that can help me recover the data in it?

also, is there a shop that can help me recover the files in the hdd should there be no other way?

thanks in advance.
