My Resignation Woe

I, on last Friday sent a letter of intention to tender my resignation in 24hours with a reason of being offered a job elsewhere that I needed to join on Monday (last minute offer) to my immediate superior.

I did mention in the letter it was not a formal resignation letter, just a letter of expression to resign, in which if agreed, a separate resignation letter was to be submitted.

My HR was adamant that I was willing to resign 24 hours being unjust to my colleagues who have to learn my tasks from 0 due to no handover.I told my HR, that was justifiable since I am paying in lieu a month in return for the 24 hours notice.

However after much consideration I let go of the offer which was forfeited at 5PM last Friday, BUT MY HR TWISTED SAYING THEY WOULD CONVERT MY NOTICE TO 24 HOURS.

Now that the reason of me resigning is gone, there's no point of leaving but my HR turn their backs on me. They refused to allow me to retract the tender though I decided not to jump to other company.

Does the letter of intent have the same value of the formal letter of resignation?

Is my HR right in processing my resignation though earlier they couldn't accept my 24 hour notice. When I decided to change mind, they convert that resignation to a month notice though now it is against my will and the reason for resignation is forfeited?
