Samsung Galaxy Tab not charging with power bank

I just bought a new power bank. When I tried to connect my cable with the USD head at the end to the power bank, it shown the battery with the red cross icon. It means not charging. But when I turn off my galaxy tab, it show charging. Any idea why?
