Upstairs neighbour from HELL in a condominium

Have you ever encountered a neighbour who is staying on top of your unit which installs wooden flooring on top of the existing default cement, who vacuums every 3hrs between 9am until 7pm? I'm not sure what kind of vacuum he/she is using but the movement of the vacuum is like something that moves in a vertical rolls direction which is very irritating, annoying and causes headache to the person who is staying below the unit, so much so that, nowadays I can't tell the difference between a thunderstorm and the upstairs neighbour from hell who vacuums every 3hrs EVERY DAY!

If you have the $ to buy BMW using cash and at the same time, you have a family with 2 young kids to feed, would you still proceed to buy your dream BMW sedan or a MPV? If it's a MPV, which model would you go for?
