I got this Leadtek GTX770 OC last week and yesterday I found the DVI/VGA converter discharge something like electric shock. When I use test pen, it didn't light up. So is this normal or this GPU is faulty???

Need help on Building A RIG

I Need advice and help on my quest to build a rig for Animation Rendering for my sister. I wondering whether gaming build-rig can be used to render animation using s/w like MAYA? If it not possible, can any sifu suggest a spec for me?
The budget is 4.5k or less with these condition.

- non OC
- CPU - i7 processor
- SSD not needed
- RAM 8gb or more
- Good CPU Cooler - the room is quite hot so the sound I really don't mind but need it for better cooling
- no need water cooling
- monitor not needed
- Casing that need USB 3.0 on top
- if you quote this as company, please leave your company detail
- Good GPU - 4gb or suggest this
- Genuine WIN7

p/s: I quite confused as my sister's lecturer explain that Maya require more on CPU & RAM rather than GPU. But mean while I read some forum, some said opposite. Hope someone experience can explain this.
Thank in advance for those who take time to write.
