Setting up an escrow company

Hi, I would like inquire if anyone can put me on the right track to set up an escrow company. Me and my partner have performed some feasibility studies and believe that we can generate good returns on capital by setting up an escrow firm that deals with foreigners interested to import Malaysian goods to their countries from smaller companies that might be perceived to have counterparty risk by foreign firms. Can anyone point us on which authorities we need to see and any other requirements (minimum capital requirements, whether any requirements to put money in trust, etc) regarding setting up an escrow firm? Me and my partner understand credit risk analysis but are hopeless when it comes to legal compliance? <!--emo&:help:--><img src='http://static.lowyat.net/style_emoticons/default/icon_question.gif' border='0' style='vertical-align:middle' alt='icon_question.gif' /><!--endemo-->
