Steering vibrate - replacing parts

I have a 6 year old Toyota gt86 out of warranty. About a month ago I started getting steering vibration and rattling noises over rough roads and so I brought it into the service center for checking.

The diagnosis was that I needed to change my steering shaft, steering column and steering rack for almost 20k. The car was accident free. The cause was apparently wear and tear. There was a power steering recall, although it was for electrical defects not mechanical.

Now I'm not much of a car expert, but to me wear and tear doesn't hit three different albeit related parts at the same time. I'm concerned that they simply cannot diagnose the cause and so they asked me to replace the entire steering mechanism from top to bottom.

This car is quite a rare one in the northern region, and I'm not aware of any car shops that are familiar with this. Can anyone comment or direct me towards a reliable workshop perhaps in mainland penang?

Time for completion

I've a question for all you experienced housebuyers out there. I just had the opportunity to scrutinize the standard terms in Schedule G of the HOUSING DEVELOPMENT (CONTROL AND LICENSING) REGULATIONS 1989, and as I understand it, housing developers have 36 months from the date of the SPA to complete a condominium. This is a bit strange, as it appears to me that, say the project was launched in late 2010 and was expected to complete in late 2013, and if you buy the project today, the developer has until April 2016 to complete in relation to your unit. Is this acceptable, or are there ways around this? Thanks in advance.
