how to totally format hardisk?

i've tried google-ling but i can't find the solution...

the problem happened when my computer started to pop-up with unknown web pages in Internet Explorer. I've tried to solve using AVG, Spybot, ad-ware and finally kaspersky...

finally the pop up stopped but my IE (internet explorer) was spoilt and it totally cannot run. whenever i open IE, it shows an error box which we will normally choose "Don't send" that 1. and I can't play Counter strike with my computer already, it shows blank ( black ) screen and back to desktop once i open CS

then i format my hardisk using window xp CD. my hardisk was divided into 3 partitions. i press 'L' in the XP setup window to delete d: and e:, and added them again after that. then, format c: by pressing F before installing windows xp.

the IE problem is still there until i format the 2nd time...

but now my counter strike game still couldn't load after installing and i also couldn't log on live messenger (it show troubleshoot that my computer firewall may be blocking), while logging into yahoo mail, it shows my cookies might be blocking me from logging in....

how to totally format hardisk? i think there is a lot of crap in my hardisk even after format using the windows xp cd.

perviously posted a topic here, but the question are not so systematic. Here is the survey form that i would post in my assignment.

i'm a mechanical engineering student currently doing my assignment regarding automotive air filter. i'm in year 3 semester 1

would like to survey on customers demand and expectations for car air filters.

1. what would expect after changing to a better air filter?

lower fuel consumption?
engine to have improvement in power?
noise?
less maintenance and service required?
other? (please state)

2. would you go for a air filter which gives better power to your car but would slightly increase the fuel consumption and produces some noise?
