Water bill migration question

Hi guys, I just moved in a newly built condominium. The current MO charged the water tarrif at RM2.83 up to 35m3. I wish to migrate the charges to individual account to enjoy cheaper rate.

My question is do I hv the right to migrate the account?

Developer ask to pay for TNB meter deposit for the new condo I bought. The deposit amount is RM900 something, no details been given, only ask for the payment. I am a first time buyer, know nothing about the procedures. Anyone please advise on this matter? TQ
