How to decide on whether to SKIM COAT walls?

Hi All,

May I have your opinion or experiences on the subject as I am in need more information to decide. It was a sub-sale old house and I have new walls built. My impression always have that perfection due to many building I have visited which has almost perfect walls. It may deceiving the purpose just to look nice without knowing the pros and cons. Appreciate your response. Thank you very much.

I am planning to extend existing front porch and back kitchen as I am thinking the options either concrete slab or wooden structure with tiles. I need an opinion of pro and cons on benefits which definitely $$ will be more expensive on slab. Appreciate your expert view. Thanks.
