I heard that experienced lecturer's from ATC had left the college, so how is it performing now and then? Would it still be one of the best choices for Law students?

Antivirus software used: AVG, Spybot S&D, Spyware Blaster

Problem details
First occurence of problem: Perhaps it existed since long ago, but I didn't bother until I tried to download a few large files recently
Problem frequency: Everytime whenever I try to download a file, small or big
Problem description: The download speed is extremely slow, even worse than a 56 KPBS modem. I guess something is limiting my download speed, but I have no clue of what it is. I do fine while browsing the internet and playing online games which demand high speed connection.
