Paying RM0.62/sqft maintenance fee, is it normal?

I have commercial office unit in a office building that is linked with shoplot and residences in shah alam area, however the maintenance cost is like RM0.62/sqft, my 1021sqft office pays about RM578.60 maintenance fee and RM54.56 sinking fund every month, I'm curious is this rate actually normal for office unit?

I asked the property agent for why is it so expensive, the agent tell me we also paying for the facilities maintenance cost for the residence unit, they have pool, gym and large garden, however here's the weird part, our building access card is only able to access our office building, it's not linked to residence area which mean we can't get in with our access card.

The office building doesn't have much facilities, it's just basic office building with air conditioned walkway, so I'm curious if:

1. The maintenance fee is too high or not? If yes what amount is reasonable?
2. Is it reasonable for office unit owner to pay for the maintenance of facilities of residence unit owner while we can't even access it?
3. What can I do to lower the maintenance fee?
4. They can also block our access card if we overdue our maintenance fee, is that legal?
