Employer doesn't give the offer letter

I'm a fresh graduate currently looking for a job (4 months so far) beside doing part time as a waiter.

This evening I got a call from one of the companies that interviewed me saying I got offered to work there starting early December. I demand to send the offer letter to my email due I already forgot the job's details
BUT the HR of that company (or at least I thought its the HR) didn't want to send it and ask me to come there to see it and sign the offer letter.

I ask her why, she just said she can't send it. Please mind that the company is in KL and I'm currently living in Negeri Sembilan.

I'm currently reluctant to go there and accept it because of the HR action (I already see that as a sign of bad workplace) but I'm very eager to start a permanent job and pursue my career.
I'm planning to contact the person that interviewed me later or go there to just see the offer letter while not signing it until I decided.

Any advice from the sifu here?

P.S: I WON'T TELL THE COMPANY NAME

100% disk usage (windows 10)

Currently my laptop is running very slow. The task manager showed me that I had 100% Disk Usage even when my laptop is idle with nothing opening.

I tried the disable superfetch fix but after a week the problem resumed. Even when reformatting the problem persist after a few days. Any sifu here can help?

I've considering replacing my hdd since my laptop is old (from 2010).

Is internet a public good or ISP's property?

I was posed this question by my friend yesterday and it got me thinking. I always thought it is a public good like water where the government can't block the water to a specific region without a reason according to law. ex: a wealthy neighbourhood got water while the poor neighbourhood was block its water access
(Do correct me if i'm wrong about that )

My friend said it is ISP's property with his reasoning as the ISP actually can block certain types of data to be transmitted to the user and the ISP can even slow down the internet if they want. (the slowing down part is not meant the user internet plan types but the ISP's ability to not give 100% of the speed despite the capabilities to do so)

So with my little knowledge of IT and law, I want to asked you guys this question.

Feeling guilty for a girl that like me

I don't know where to start. OK so the full story is this. I just broken up from my first relationship 2 year ago and for the record i'm thinking I still in the moving on phase since there are couple of moment i'm want to go back, missing past gf, wish it become like before, etc... There is this one girl that I had been texting for a year. We haven't met but we had a few calls in between our text. I know how her looks and she knows mine btw and we had some mutual friend.

The problem starts here. A few months recently she showed me hint that she liked me. I acted normal since i thought she just trying to joke with me. Of course she knew about my (kinda not) recent breakup since our mutual friend told her so i'm thinking she just trying to cheer me up. Last night I she said that she liked me. I called here asking what she meant. She said that she just like me in a platonic way and ask me whether she is tackling another person gf. I of course said no but I already told her that I'm still trying to move on from my past relationship albeit I do think about her less and less right now. I tried to clarify with her whether does she actually says like me as in wanted me as her bf or not. She just say "maybe" but she said she's okay with me just being friend with her like usual but the voice I heared actually does had sad and disappointment in it (cracking one like someone wanted to cry). I just said to her let's be friend for now and she said okay.

After we hung up I'm kinda feel guilty towards her. I does sometimes thinking what will happen if I be her bf before when she started give me hint. I just don't feel the "magic (wanting to be together for the rest of our life)" like my past gf and I don't have any crush for her. I can't find anything attractive to her visual-wise (visual is a 1st impression to me, and truth to be told, my past gf is more beautiful). I do thought of going out with her to know her personality more later like watching a movie (but still clarify not wanting to become her bf yet) so that maybe I can find something in her that I love and work this out. Is it good or I should make us stay as friends? Any advice from the experienced is welcomed.

tl;dr
Still moving on, long time friend said she liked me but I just think of her as friends until she confess, unsure whether to try new relationship with her or just make us mantain as friends.

Cybercafe rig suggestions

So my friend and I wanted to start a cybercafe and would like receive suggestions for the PCs.

Most of the rig are used for gaming purpose especially DOTA 2, CS:GO, LOL and HON as our studies on the area (through going nearby CC, asking our target customers,etc.. )

Our budget for those rigs is preferably around RM2.5k/unit but we can go up until RM3k/unit including monitors only (can exclude it if you want, we'll find a way for the cost )

Any idea to improve a cyber cafe also welcomed (we considering holding an E-sports tournament)

*Does those budget can run the games at 60 FPS / Max Settings?
