(Wta) maintenance fee

Just got vp for my new home.

And the first problem arises, the maintenance fee is higher than promised.
In the deed of mutual covenant it says that 23cents

But in the invoice, that i have paid for clearance is 29cents.

Question one,
Can the developer increase the maintenace fee without any letter informing the owner? Or any black and white prior tu the price hike. (Or god willing reduced)

Question two,
If i would like to file a dispute against developer, can anyone point me to the right direction regarding this matter?

Question three,
During my clearance, the appointed developer personel, told me that, the 23cents is only for my unit. It is not iincluding all the common area, or any facilites for my serviced residence. (Which i really dont understand what is she talkig about) why should i pay the maintenance fee for my unit instead of all the common facility?

The extra 6cents is the maintenance fee for the common facility.. Which is the reason for the maintenance fee hike.
