Need help for webcam problem

Good day everyone, i had just brought a new webcam - WC46 which cost me RM75. When i install driver and plug in my webcam i saw some white dots in my preview screen.

But if i turn on the LED light on webcam and put closer to an object the preview screen is prefect and very clear. Without the LED light it got white dots although i shooting any objects (close or far also the same).

i had try to search online for this kind of problem, they say is some call hot pixels problem. Can anyone help me on this problem?

the driver i install is SN9C201....
