CPU speed not consistent

My friend sent me his old pc (Pentium III,900mhz) to do a formatting and upgrade to windows XP. When I first turned it on it got to the bootup screen and at this point I noticed the CPU speed was listed as 466mhz. But when I restart the pc, the cpu speed show 900mhz! I turned it off and on again, it show 466mhz.....The CPU speed seem not consistent....What actually cause this problem? processor, mobo problem? or some setting error? Thanks for your advised!
