Urgent dog potty issues

This puppy, silky terrier mix or something, not too sure myself, refuses to pee in the toilet.

Yesterday, I barricaded the living area, restricting it to one small area and a path to the toilet to pee, but it climbed out of the compound i made, and peed RIGHT outside the barricade and came back in.

Just now, sat with it in the toilet for bout 20mins, it refuses to pee and keeps on scratching on the door. Then once I let it out of the toilet, it pee in the living area.

Getting frustrated now, what do I do? What am I supposed to do?

P license expiring on coming 17th! On a Sat! SOS!

Hi! I'm in needing of assistance and advice!
My P license is expiring on 17th of March which is on a Sat. I've learned that JPJ doesn't open on Sat so that means I can't renew then.
Can't renew on 16th, 19th or 20th. Will be busy. =c
I was wondering whether can I renew before that on Friday or earlier?
What would happen if the Police does a roadblock and checks my expired license?
