What is the true meaning of Service Apartments?

Hi all...

I am relatively new here but I hope to make some good friends and learn from everyone.

I am just confused when developers call their projects "Service Apartments". I noticed a lot of projects that are launched and tagged as service apartments does not offer services when completed, but in actual fact they are just condominiums or apartments.

What does Service Apartment mean? Is it just called that becasue the land is on commercial title? Or is it suppose to have the following:

- fully furnished
- amenities for daily use
- less expensive an alternative to hotel rooms
- for short-term stay
- 24-hour reception/conceirge
- cleaning services
