Questions abt icloud n same apple id

currently i have a 5 and 5s. and im planning to use the same apple id and icloud for the 2 devices.

so here comes my question, if i press restore from an icloud backup on my 5s, will my 5 get restored too?

coz as i know, once u download an app in one device, it gets downloaded on the other too

hi all.. i got electric shock when i touch my pc

spec:
Asus P8P67 Pro B3
i7 2600k @ 4.4
CM 212+
Sapphire 7970
Samsung F3 1TB
AX1200
Carbide 400R

It happened before but i thought it was the cabling problem.. routed it
and it was fine for few days

however, i got the problem again.. every part of my pc got static.. atm
got electric shock by touching:
1. HDD
2. Mobo USB port (when plugging in my pendrive)
3. 212+ (when i wanna test the temp)
4. GC
5. 400R (when i lift it up to clean my room)

what could be the problem? isit bad psu?

and if i juz leave it, will it reduce pc lifespan?
