DVD drive or IDE port problem?

I just bought a computer, the specs:

Intel C2D E6300 @1.86
1x 1GB Mushkin 667MHz RAM
MSI P965 Neo
MSI 7300GT Silent
Cooler Master Extreme Power 430W
Seagate Barracuda 10 250GB HDD
>>SAMSUNG Super-Writemaster 18X

The problem is, when playing AVI files or DVDs from the optical drive, the computer lags big time. I mean slow motion lag. But, when i swap the Drive into another computer, there's no such problem.

I don't think its viruses either, since I reformatted the PC.

One weird thing is that, when playing VCD from the drive, there's no problem.

Things that I've done:

Swap the drive into another computer. [works fine]

Change the IDE cable. [ same problem persist]

Played games (Quake 4) on the PC, showed no problem. Watched AVI and movies from the hard disk, no problem either.

Could it be the motherboard's IDE connection???
