Advice for first-time car buyer

Hi all, I would like advice on what I should know as a first-time car buyer. Not first-time owner, since I have an inherited car, but this is the first time I'll be buying one myself.

I'm guessing road tax and insurance shouldn't change too much. There's the initial cost of the vehicle itself, but is there anything else I should be aware of? I'm thinking of getting one second-hand, maybe a hybrid; are there any special laws or taxes?

Also, what's your opinion on car loans? If I can afford to pay it all at one go without a loan, should I? Or should I invest the money elsewhere instead? Can I get better deals if I offer to pay it all?

Cat-proofing a condo. Please advise!

Hi everyone! I've recently moved to a condo, and am looking into adopting a cat. I've never had a cat before so I'd really appreciate any advice. Well, first step is to cat-proof the apartment.

1) We love to keep the balcony door open, so I'd like to just fence it up. Can I get cat net in KL? This product, in particular, looks really great.

1a) Assuming I can get the above, I was planning on building some climbing surfaces on the balcony. Will a cat be hurt if it falls 2.5-3 meters?

1b) Where can sisal rope be bought around here? I'm in PJ, Selangor.

2) If I can't get the above, what can I do to keep kitty from going out a constantly-open sliding door?

3) I have double casement windows. What kind of easily-removable screen can I install? The issue here would be to kitty-proof, while still having it removable. Possible? I'm hoping for something that looks attractive, or at least, not hideous.

Power Line Communications (PLC)

Hey guys, was wondering if y'all could offer advice. Does anyone know anything about Power Line Communications (PLC)? I've been seeing items like this:
http://www.aztech.com/prod_homeplug_hl108e.html
Thought it could be an alternative to wiring up the new office. In particular I need to know:

Are there limitations wrt the power lines? The place we're moving into, the lines are at least several years old, and we're installing 3-phase power.

We'd be hooking up 10-20 computers, and I'm not sure that 200 Mbps is enough. Not only will there be normal internet use going on (with all the related uploading and downloading), but there's also a lot of playing video files real-time over the LAN.

Anyone know how the connection is? Any dropped connections or really slow speeds or something?

I've heard there were problems due to the frequency band. Does anyone know how this will affect other appliances in the area, like radios, phones, fax machines or wireless networks?

Lastly, is there a company in Malaysia that advises on this topic? Give me a contact.

Regards,
Gin
