PC restart first before start normally

Can someone help my problem here, it happen about this week. i dont know why, but when im trying to boot my pc, it just reach windows logo (win 10) without the circle loading and then just got black screen (my screen still on by looking at it). my mouse, keyboard and casing fan also still running. After sometime (about 1-2 min), it just restart normally and one short beep sound hear from mobo like other days and start untill desktop. the first one booting there are no beep sound heard from my mobo. So anyone can give some explanation about this?

Windows resuming after shut down

This morning i start up my PC, the thing make me wonder is, while at the windows logo (i'm use Win 7 Ulti) it shows that i am resuming windows.
but i am sure that im shutting down my PC correctly, and i already unplug the plug from the socket.
Can anyone clarify what is actually happening to my Pc.

if this not a big issue i will delete this post.

let say, my rig only consume for 500W juice,
but it has 600W PSU installed.
So how much i have to pay to TNB, is it for 500W that my rig consumed or
the 600W that my PSU can supplied???

i wonder why my desktop can't read my processor identity, or name.
in the properties My Computer, it juz said "AMD Processor Unknown Model".
but actually i use the AMD Phenom II x4 960t model.

and another thing that is, why in the official website of AMD, there is no AMD Phenom II x4 960t model listed as their product but when i search through my mobo info, the AMD Phenom II x4 960t listed as the compatible processor for the mobo.

what is actually happening here.... hope some one can brief me some explaination.

i'm just wonder,is it true that if we forgot the log in password, then the solution is just format the laptop.
how about by removing the small betry in the mobo then leave it for awhile, then put the betry again and the pasword reset.
is the solution for this problem is different between laptop and desktop??
