i just built a rig with these spec

intel core i3 2100
gigabyte H61-S2P-B3
kingston pc1333 4gb
wd (blue) 500gb
fsp hexa 500w
cm elite 431
sapphire hd 6670 1gb ddr5
samsung 18.5" led monitor

after unboxing all the items, i begin to test it by connecting the cpu onto the mobo, then i slotted the ram, then the graphic card..i connected all the power cables into the correct slot..i connected the vga cable from the gc to the monitor and turned it on...all running fine as i expected..

1st problem
then it was time for installing all the items into the casing...i spent about 45mins to do all the slotting, screwing, and cabling (since im a newbie take a lot of times)..i also connected the hdd and dvd rom..but when i turned on, the system running fine but then fan of the cpu produces a noise..like something stuck..but it keeps spinning...ive checked all the cables to ensure not to touch the spinning fan..but the fan still keep on producing loud noise...what should i do??

2nd problem
for the dvd rom ive taken it from my dad's old computer(around 2006)..it is an LG branded..i think it uses the ide since its wire just like a cloth..my mobo only have sata connection..what can i do to connect them?

since my budget is tight (around 1.6k only), are these spec is worth?
does the G620 cpu good for moderate gaming?i mean playing games with moderate settings..

and for the graphic card, which one is the best?which can get highest fps..

does my PSU is too much?or i just can use 400watt??does it sufficient for the spec above?

and should i buy aftermarket thermal paste?but the cpu also comes with thermal compound rite?

and for the monitor, i'm thinking of buying, PHILIPS 192EL2SB..is it ok??

to all SIFUs, please give me advice on this, since i'm a newbie in computer...all your replies are appreciated
