Wanted: A desktop recommendation. :)

Hello. I'm getting a laptop with these specs:
i5-3210M, Nvidia GT640M, 8GB SDRAM, 750 GB, Win7HP.

I was wondering whether I could get a similar or better full set desktop for less than RM2600.

1) Budget : Less than RM2600.

2) Purpose : i) to play games like AC3 and the Sims3.
ii) to surf the internet, watch online videos, do video conferencing and type documents.

3) Purchase date : late next week. Say after the 18th Nov.

4) I am partial to Dell and HP. If there is another brand that is good and have reliable after sales support, please mention it too.

5) Touch screen monitors? Is it worth it? Why is everything (the cpu, dvd player, etc) behind the monitor? Wouldn't it be dangerous? Like something wrong with monitor, a person wouldn't be able to change just the monitor rite?
Thus, should I get the desktops that comes with the touch screen monitor? I'm thinking of grubby children hands poking here and there. Especially with the Wins8. Eeeee... But give me a choice one rec with touch screen monitor and one rec with seperate monitor.

Thank you. Your thoughts are most welcome.
