iphone5s "call failed" problem

last few months my phone suddenly having problem bila nak buat call. sometimes when im going to make a call it shows "call failed" instead of "connecting". my first thought was maybe this is kind of carrier issue bcs its not happen so frequent(about 2 times out of 10 calls). but about last few days the problem getting worse as it happen very frequent. so i do the method taught by mr google and it works but not permanent and sometimes the trick doesnt work. unfortunately my iphone's warranty is over so is there any solution for this problem? and can i restore my iphone without updating ios?

help me mastaaa
