Manager taking money from employee

Hi all. Just some question. Can a manager fine us money us for every mistake that we make? For example if i did wrong in posting quantity in system and need to do adjustment, my manager ask for rm5 before he/she do the adjustment. Same also if need to change schedule, the manager will ask for RM1 if change shift or take leave last minute. Only then she will approve. When ask why she do this practice, she said this money will be use to do event like farewell party or makan2 during festive season.

The question, is this practice is allowed or i can report to JTK?
