Best Deal for New Car

Hi Guys, i am planning to get a new car soon (a C segment Kimchi) but not urgently. So i still have time to search around. Appreciate your sharings and thoughts because as a consumer, i hope that i can get a good deal from this.

First, i found it's quite challenging to get the best deal in town. I tried to search from web and i noticed that the price they put up may not be the actual OTR car price (eg. without insurance or road tax etc) and it's very confusing (many package and options eg. body kit, tinted voucher, full tank petrol, free iPad, TNG etc). What i looking for is the BEST Nett selling price OTR.

Second, is it a good timing to get new car in April (or later?) as the interest has been increased to around 2.9%. If the impact is significant, maybe there will be more promotion/rebate coming soon in the following month.

Third, any good channel with a better value to dispose my old kimchi car which is around 10 years on the road already? The car dealer on quote 3-5K for that
