Hardcover Binding: Special Requirement - Buckram

Hi,
I know there are a lot of binding shop that can do hardcover binding. But, my requirement is a little bit strange.
1. Material: Buckram
2. Color Code: Standard Green – Arbelave Library Buckram No. 563

The price usually higher than the normal hardcover binding. Normal I've found around RM15-25. But for this Buckram, I believe minimum is around RM 45 per book.

My university (not local) requires this as the cover material and they are very strict. However, the front page and the back page just need to be blank; only the spine that should be in gold lettering. They have specific requirement on the size of the fonts too; 14pt and 18pt only but can be abbreviated. I believe font size is not the problem here. only the material. I've tried to call the famous binding shop in penang (penang is my location) located in sg. dua, in front of usm, but they don't do buckram.

Can anyone who knows any shop in northern region (penang, butterworth down to taiping) that can do this? I will need this service in about 3 weeks from now so it's fine if i need to pay some downpayment in advance (maybe for the shop to order the material). Max quantity is 6 books with each thickness is around 4 cm.
