Raising minimum wage will spur national economy -

KUALA LUMPUR: Raising the minimum wage from RM1,500 to RM1,700 a month effective Feb 1 next year will further spur the national economy, Human Resources Minister Steven Sim Chee Keong said.

He pointed out that workers with more money in their pockets would stimulate local markets.

“A simple example, there are 4.37 million workers in Malaysia who are currently earning less than RM1,700. So, if we assume they received RM1,500, next year they will have a combined additional salary of RM10 billion.

Add to that RM10 billion for the civil servants’ salary hike, so in 2025 there will be almost RM20 billion in additional funds in the form of worker salary increments that have the potential to be an injection of funds to the local market,” he said during the winding up of the debate on the Supply Bill 2025 at the policy level for the Human Resources Ministry (KESUMA) at the Dewan Rakyat today.

Sim added that minimum wage should not be viewed as a starting wage for degree holders and skilled workers, instead it was the government’s efforts to raise the lowest base salaries among unskilled workers with low academic qualifications.

He also said that the proposed minimum wage according to sectors required more indepth studies as it encompassed economic dynamics, operational costs and employer capacity in each sector.

why no reduce corporate tax, personal income tax, company have more money?

BREAKING : tupperware files bankruptcy. JENG

TUPPERWARE Brands and some of its subsidiaries filed for Chapter 11 bankruptcy protection on Tuesday, succumbing to declining demand for its once-popular colorful food storage containers and ballooning losses.

The company's struggles to stem the drop in sales resumed after a brief surge during the pandemic when people cooked more at home and turned to its airtight plastic containers to store leftovers. The post-pandemic jump in costs of critical raw materials such as plastic resin, as well as labor and freight further dented the company's margins.

In August, Tupperware had raised substantial doubt about its ability to continue as a going concern for the fourth time since November 2022 and said it faced a liquidity crunch.

The company listed $500 million to $1 billion in estimated assets and $1 billion-$10 billion in estimated liabilities, according to bankruptcy filings in the U.S. Bankruptcy Court for the District of Delaware.

Tupperware has been planning to file for bankruptcy protection after breaching the terms of its debt and enlisting legal and financial advisers, Bloomberg reported on Monday.

The report said the bankruptcy preparations began following prolonged negotiations with lenders over the more than $700 million in debt. - Reuters

BREAKING : JENG JENG Bringing Back Consumption Tax

https://www.bloomberg.com/news/articles/202...-boost-finances

Economic Focus
Malaysia weighs bringing back consumption tax to boost finances — Bloomberg
By Netty Ismail, Ram Anand & Niluksi Koswanage / Bloomberg
28 Aug 2024, 06:24 pm
main news image

There is an emerging view in government that imposing GST may be politically easier than removing subsidies for popular RON95 petrol since the Southeast Asian country is an oil producer and most Malaysians consider cheap petrol to be a necessity, people familiar with the matter said.

(Aug 28): Malaysia is weighing the return of a broad-based consumption tax instead of implementing subsidy cuts for a commonly-used gasoline as the government seeks to bolster its finances, according to people familiar with the matter.

Prime Minister Datuk Seri Anwar Ibrahim’s Cabinet has been discussing the viability of bringing back the goods and services tax (GST), the people said, asking not to be identified as the information is private. No decision has been reached given the political sensitivities, they added.

There is an emerging view in government that imposing GST may be politically easier than removing subsidies for popular RON95 petrol since the Southeast Asian country is an oil producer and most Malaysians consider cheap petrol to be a necessity, the people said.

Still, bringing in a consumption tax is a political minefield for governments in Malaysia that have struggled for decades to boost tax collection rates, which are among the lowest in Southeast Asia. Passing legislation to reinstate GST is easier with a two-thirds majority in parliament, which Anwar controls through his coalition, but government lawmakers are more than likely to be against it.

Anwar has reason to be cautious in bringing back the GST, which was first introduced by former leader Datuk Seri Najib Razak back in 2015 at 6% and partly led to his downfall in elections three years later. The subsequent government, led by Tun Dr Mahathir Mohamad, repealed the unpopular consumption tax, and his finance minister said it was used to partly cover up the multibillion dollar 1Malaysia Development Bhd (1MDB) scandal.

While Anwar has said as recently as May that there were no plans to introduce new taxes, the people said there has been a shift within government given stronger-than-expected economic growth, a cut in diesel subsidies in June adding to coffers and the prime minister’s coalition clinching a landslide win in a recent by-election.

A spokesperson with Malaysia’s Finance Ministry declined to comment while the Economy Ministry didn’t respond to a Bloomberg News request for comment.

Malaysia’s government wants to cut its budget deficit to 4.3% of gross domestic product (GDP) in 2024 from 5% last year by phasing out broad subsidies. Any signs of a shift in government thinking may come when Anwar, who is also finance minister, presents the federal budget on Oct 18.

However, Anwar’s administration is already lifting spending by increasing civil service salaries by over RM10 billion by next year, the first revision in more than a decade.

The Organisation for Economic Co-operation and Development (OECD) on Tuesday urged Malaysia to reintroduce GST at a low rate while compensating low-income households with “targeted transfers”, saying in a report that Malaysia’s tax revenue accounts for only 12% of GDP. The nation needs to find additional tax revenues to meet its deficit target and finance future spending needs, the Paris-based organisation said.

Industry groups want to see the same. The National Chamber of Commerce and Industry of Malaysia said in May that setting the GST at 4% would be the best way to boost government revenue and tax refund vouchers should be considered.

Malaysia currently uses a sales and service tax, which replaced the GST in 2018 and is not seen as broad-based. The sales tax component stands at 5%-10% for locally manufactured goods and imports, while the standard rate for the service tariff is 6%.

Perhaps the biggest news is the price range, which is even lower than previously leaked figures on the Internet, that we reported. The car will be available in three versions priced between 119,800 and 155,800 yuan (16,800 – 21,850 USD). The three versions are as follows:

515 long battery life	119,800 yuan (16,800 USD)
620 long battery life	129,800 yuan (18,200 USD)
580 Max	155,800 yuan (21,850 USD)

Xpeng Mona M03 received over 10,000 firm orders in 52 minutes following the launch, Xpeng announced. The company’s CEO, He Xiaopeng, mentioned that the name Mona “M03” was chosen as a tribute to the Tesla Model 3.

It should be noted that deliveries of the Max version of M03 will not begin until after Chinese New Year in 2025, but deliveries of the other two versions will commence in September. When the Xpeng Mona M03 entered pre-sales, no substantial details were announced regarding the interior—subsequently, some information leaked before today’s launch.

As we were already aware inside the M03 adopts a Tesla Model 3-style minimal layout. This means that it does not have an instrument panel, and neither does it have a head-up display. Instead, everything is displayed on the centrally mounted infotainment screen. This is an ultra-clear large screen with a size of 15.6 inches and is powered by a Qualcomm Snapdragon 8155 chip with 16GB RAM. The system and screen support 360-degree panoramic images and 3D perception-rendered maps. In the case of the 3D dynamic field of view maps, these are rendered in real time, reflecting the actual conditions rather than based on memory.

However, unlike Tesla, Xpeng offers a large number of options. These include a pluggable instrument panel for 599 yuan (84 USD), a fragrance dispenser, an adjustable soft pillow for the headrest along with memory foam waist support, and an ice crystal sun shade.

There are virtually no physical buttons in the car, and the two-spoke steering wheel only features two scroll wheels. To compensate for the lack of buttons, the car can be controlled using both gesture control and voice control, meaning that not everything has to be controlled via physical touching of the infotainment screen. The car has four voice zones, and voice interaction can be independently used to control both the front and back rows and can support up to 20 seconds of continuous dialog with multiple instructions being executed at the same time.

The Xpeng Mona M03 has an 18 PSS advanced customs speaker system and has Compose 7.1 .4 panoramic sound. As standard, the car comes with a 1.22 square meter panoramic sunroof featuring low-E laminated glass, giving 99.9% protection against ultraviolet and 97.6% protection against infrared rays.

Buyers can choose between three interior colors: morning mist gray, mid-day blue, and night gray. As previously reported, the car comes with a trunk space of 621 liters, which can easily fit one 28-inch and four 20-inch suitcases without adjusting the seats. The space is expandable to 1602 liters with the seats folded down – the rear seat has 4:6 split-folding and is reclinable. The car features leather seats, and the front seats provide both heating and ventilation.

The Xpeng Mona M03 (see specs) has dimensions of 4780, 1896, and 1445 mm, along with a wheelbase of 2815 mm, so the EV is slightly larger than Model 3. The car is available in five colors: Xinghan Rice, Xingyao Blue, Night Black, Nebula White, and Xingque Gray. Only the base 515 km range version uses the less powerful 140 kW motor.

Both the other versions use a more powerful 160 kW motor and all cars are front wheel drive. Maximum torque is 225 and 250Nm, respectively. All cars use lithium iron phosphate blade batteries from BYD subsidiary FinDreams. In the case of the 515 km range version, this uses a 51.8 kWh battery pack, whereas the other two versions use a 62.2 kWh pack. Curiously using this pack the car has either a 620 km range in the standard version or a lesser 580 km range for the Max version. It is not currently apparent why the Max version has a lower range, presumably it is heavier.

As standard, the Xpeng Mona M03 is equipped with 2 millimeter wavelength radars, 12 ultrasonic sensors and 7 cameras offering L2 intelligent driving ability. Xpeng claims the car has the strongest perception ability in its class along with the best automatic parking. There is 100 percent coverage of high-frequency parking scenarios along with a 95% parking success rate and includes situations such as where a space is partly obscured by a column.

However, the Max version, which will be released after Chinese New Year in 2025, will have capabilities that far exceed this, and Xpeng claims it’ll be the only product with high-end intelligent driving capabilities within the 200,000 yuan (28,100 USD) price range. It seems as if Xpeng may be offering XNGP on this version but is currently coy just saying that there are no limitations and it’ll be possible to use in the whole country with ease.

JENG~ MTUC : proposed raising the min wage to 2.2k

KUALA LUMPUR: Trade unions are calling on the government to revise the Employment Act 1955 to include specific provisions that would mandate private employers to implement wage restructuring, including annual salary increases.

The call was made by the Malaysian Trades Union Congress (MTUC), while the Union Network International-Malaysia Labour Centre (UNI-MLC) proposed raising the minimum wage rate to RM2,200 from the existing RM1,500.

MTUC deputy president Maktar Siwang said the proposed revision to Employment Act ensures the annual movement of wages for private employees, citing the example of many workers in the sector who have not received a salary increase for more than 10 years.

This is because, he said, there is no legal provision obliging private employers to make salary structuring, including annual wage increases that result in many private sector workers receiving static wage rates, some even lasting for a long time
"There are private sector employees who have been with their company for over 10 years yet still earn only RM1,700 per month, which does not reflect their years of service.

"Moreover, some companies, despite making substantial profits, only raise salaries for top management while the pay for lower-level employees remains significantly lower, with wage disparities exceeding 100 times.
"Therefore, to effectively encourage private companies to increase wages, it is essential to provide clear and decisive directives," he told BH yesterday.

On Friday, Prime Minister Datuk Seri Anwar Ibrahim announced that civil servants in the implementing and professional group will receive a 15 per cent salary increment effective Dec 1.

This follows a salary review of civil servants under the new Public Service Remuneration System (SSPA).

Anwar, who is also the Finance Minister, added that civil servants in top management and professional roles will see an increase of seven per cent.

The increment, he said, will be implemented in two phases: the first phase in December this year and the second phase in January 2026.

He also called on the private sector employers to adopt similar measures to those taken by the government to ensure a fairer distribution of income among their staff,if the company reports high profits.

He also noted receiving numerous complaints from private sector employees who, despite their companies making substantial profits annually, receive only modest salaries and bonuses.

Commenting on Anwar's call for an increase in private sector wages, Maktar said the suggestion demonstrates the prime minister's concern for all workers in the country.

"MTUC is confident that Anwar's proposal for wage increases comes from the heart of a leader who wishes to ensure that the workforce benefits from the country's prosperity.

"The announcement of public sector wage increases has led to disappointment among private sector workers struggling with very low salaries.

"For example, a net monthly income of RM1,330 is unreasonable for coping with current living conditions," he said.

Meanwhile, UNI-MLC president Datuk Mohamed Shafie BP Mammal, when proposing the minimum wage to be increased to RM2,200, said the recommendation was a follow-up to a study carried out last year.

"We didn't put that number (the new minimum wage) on a whim. We did a study, for example of a household with a husband, wife, and two children.

"That number is according to a study done according to those living in Kuala Lumpur or big cities," he said.

HABISLAH mavcom naik airport tax

https://theedgemalaysia.com/node/704311

KUALA LUMPUR (March 12): The Malaysian Aviation Commission (Mavcom) has announced that effective from June 1, all international departures from Terminal 1 of the Kuala Lumpur International Airport (KLIA) will incur a passenger service charge (PSC) of RM73, and RM50 for klia2 or other Malaysian airports, regardless of whether the passenger is travelling to within or beyond Asean.

A transfer PSC charge will also be introduced, at RM7 for domestic passengers transferring through any Malaysian airport — except for Senai International Airport (JHB), which will charge RM10 — while international passengers will be charged RM42 for transferring through KLIA, and RM29 through klia2 or other Malaysian airports.

The revised charges will be in effect for two and half years till Dec 31, 2026, and is to support the aviation sector's recovery and adaptability post-Covid-19, Mavcom said in a statement on Tuesday.

Previously, the PSC for international departures from KLIA and klia2 (or other Malaysian airports) was divided into two categories: those travelling within Asean were charged RM35, and those travelling beyond Asean were charged RM73.

The latest rate revision will standardise the PSC for all international departures, whether for within or beyond Asean, to RM73 for KLIA and RM50 for klia2 or other Malaysian airports.

This means travellers to within Asean will pay RM38 more if they are travelling out of KLIA, and RM15 more for those travelling out of klia2 or other Malaysian airports, while those travelling beyond Asean from klia2 or other Malaysian airports will pay RM23 less.

The PSC for domestic departures will remain unchanged at RM11, except for JHB, which will be raised to RM16.

The announcement confirmed a report by The Edge Malaysia in December last year, which wrote that domestic PSC would stay unchanged, while the PSC for international flights flying out of KLIA would be kept at a higher rate than those departing from klia2, and that Asean-bound travellers flying out of all Malaysian airports would have to pay more.

Mavcom said it has allowed airports not operated by Malaysia Airports Holdings Bhd (MAHB), namely JHB, Kerteh Airport (KTE), and Tanjung Manis Airport (TGC) to propose tariffs for the June 1, 2024 to Dec 31, 2026 period, also known as the first regulatory period.

“This allowance is based on a market power assessment conducted by the commission, which determined that these airports either lack market power or the capability to exercise it,” Mavcom said.

“Both KTE and TGC have opted to adopt the rates recommended by the commission. Meanwhile, JHB has opted to implement a separate rate structure,” it added.

JHB is the only airport to see an increase in domestic departure PSC to RM16, while it fixes RM10 as the new PSC for domestic transfers. As for international travel through JHB, departures will be charged a PSC of RM50, while transfers will be charged RM29.

Mavcom said the PSC revision was made following an extensive consultation process that began in 2021.

“The PSC tariff announced today [Tuesday] reflects feedback from various stakeholders, aiming to support the industry’s long-term viability,” Mavcom executive chairman Datuk Seri Saripuddin Kasim said.

Besides changes to PSC, Mavcom noted that other aviation service charges (ASCs), including tariffs for aircraft landing and parking, airport pass charges, airside vehicle permits, airside driving permits and others, will also be adjusted to account for inflation.

“The commission has determined that adjustments based on the consumer price index (CPI) escalation represent the minimum necessary change to ensure that tariffs accurately reflect changes in costs,” the commission added.
