Seeking legal advice for insurance company

I recently admitted to hospital.

The hospital is a panel for my insurance company I long signed with.

I was admitted into emergency ward then I had the hospital admin process my insurance for admission after the doctor approved attention for treatment.

I waited 6 hours and asked why is it taking so long and I was in real pain and suffering. The admin said the insurance company hasn't approve yet as the system showing in progress

After another 5 hours it is finally approved but I get so much frustrating and pain for suffering the entire ordeal of 11 hour. I might as well just admit to government hospital with such wait time.

I want to seek legal advice if this is action of negligence within the insurance company, I checked the snp there is no clause saying the minimum process time required, neither do max process time.

If any victim out there faced this ordeal, please let me know your view point.
