How to change WAN ip address?

I have one problem. I have one website cannot access because it needs WAN ip address 60.x.x.x. but I only can get 219.x.x.x. This website cannot access with the WAN ip add 218.x.x.x. or 219.x.x.x. So, I want to get WAN ip add 60.x.x.x. So how to change it or how to get it?

I'm using aztech 4 port router 3100R. My router ip is 10.0.0.2. So, how to do with it?
