i juz bought a new laptop without any OS..its a compact presario Cq45-107..hav download the driver from hp website..all hardware is functioning accept the fingerprint..allready install the driver but still cant access....abybody can help me?

after i use my pc,i shutdown...i dont switch off the plug,when i tried to on my pc back,it cannot be on..need to off back the plug and wait for 10-15 minutes.then can on back....why this occur??is this rhappens bcoz of my power supply??
