How to Submit Proposal to Goverment Sector or Bank

Hi all, I'm starting a new business soon and currently i'm building the POC (prove of concept) of my product. My targeted parties are banks & government sector. I don't need them to purchase anything from me but i offer free services & system to them. Is there anyone knows how can i approach Government sector / Banks, in order to submit my proposal? I know it's hard but I really wanna see what you all say. Appreciate.
