Cleaning my CPU & Case Fan?

I have decided to clean my CPU and case fans. It's so dirty and I have never cleaned it since I bought it (around 3 years ago).

My PC is now very "laggy" and I downloaded RealTemp, it shows that my idle temperature of my CPU is at 41-46°C

How should I clean the CPU and case fan? Can I use tissue paper or non-conductive brush to remove the dust? If no, is there any other way to clean it other than using an air compressor?

I just changed to Astro B.yond but why does the screen shows black bars on top and the bottom of my TV screen?
I have a HDTV (16:9 aspect ratio)
And I clicked the 4:3 <--> 16:9 button and it became normal
But why do everytime I go back to the channel, the black bars appears again?
How do I set my screen option as default?
I have go through the Installation settings and I changed the TV settings to "Fit to Screen"

This only happens on HD channels!

OMG What should I do!?

Deciding to change graphics card

Hello to all people here, I wanna ask some questions.

I bought a new PC but I found out that I cannot play games like Crysis 2, CoD, etc.

And the problem is I have a useless graphic card (Intel GMA G33/31)
(For processor I'm not sure whether it's good or not, I'm using Intel Core Duo E5700 2.93 GHz)

I'm planning to buy NVIDIA GTX 550 Ti so I can play games well.

The problem is my friend says that my processor is bottlenecking my graphic card.

Is he telling the truth?
~~Because I maybe will buy 2nd Generation Intel Core i5 2500K 3.3GHz~~
By the way, are there any recommendations for me?

450W is my PSU's max/peak power.
My PSU's pure/real power is 230W.
