How to prevent someone recover deleted files?

I will soon have a new laptop in my office and my current laptop will pass to another new collague. I'd deleted some office confidential docs from the current laptop before hand it over to my colleague. My concern now is, although i'd deleted the files and emptied the Recycle Bin, some software still able to recover deleted files. Is there any software that can prevent those softwares to recover my deleted files?

Data Encryption in CD

Data within the CD are to be encrypted, without proper authentication, user will not be able to open files, copy, etc from the CD.

To all sifus out there, it is possible? Any software in the market can peform this function?
