<WTA> Loan Letter of Offer question

Dear Sifu,

I'm a first time home buyer. Currently my situation is like this, i have placed a booking fee 2 percent for a subsale unit and signed the booking form. in additional of that, i already apply for loan and waiting for their formal release of "Letter of Offer". My question as followng:

1. Why bank are taking so long (more than 10 working days) to issue a real "letter of offer" with all my documents submitted and system already approved with no issue at all (passed CCRIS and CTOS). Is this a correct days taken for delivery?

2. I have appointed a lawyer to draft SnP. Too bad currently lawyer stucked in preparation because of vendor laywer is not yet appoined, vendor wanted to see my letter of offer then only appoint a lawyer. Dear sifu, is this a correct senario? why he needs me to send him a copy of my letter of offer then only he will appoint a lawyer.

3. Normally how long SnP take to prepare? any idea?
